Workshop on the Lao PDR National Dual-Use Trade Control’s Legal Framework and Perspective of Enhancement

On 24th – 25th May 2017, Department of Import and Export, Ministry of Industry and Commerce jointly with EU P2P Project organized a workshop on “the Lao PDR National Dual-use Trade Control’s Legal Framework and Perspective of Enhancement”. The purpose of this workshop is to consult and discuss existing regulations of Lao PDR in managing the import and export of dual-use goods such as chemicals, fertilizers, and other goods due to these products can be used in general activities or developed into explosive.

The Workshop on "the Lao PDR National Dual-Use Trade Control’s Legal Framework and Perspective of Enhancement" was organized on 24th – 25th May 2017 at Landmark Hotel by Department of Import and Export, Ministry of Industry and Commerce in collaboration with the EU Partner to Partner (EU P2P) Project. This workshop was chaired by Mrs. Manivone Vongxay, Deputy Director General of Department of Import and Export and Mr. Bryan Fornari, Head of Department of Development Cooperation, EU Delegation to Lao PDR. The meeting was participated by 15 import-export administration authorities.

The objective of this workshop is to consult and discuss existing regulations of Lao PDR in managing the import and export of dual-use goods that can be used in two ways such as chemicals, fertilizers, and other goods due to these products can be used in general activities or could be developed into explosive.

The EU P2P expert team conducted some studies on legislation of Lao PDR, especially the Chemicals Law that was recently adopted by the National Assembly. The expert team had provided some technical suggestions to extend and improve current Lao legislation to be more precise and guarantee effective administration. The meeting also presented examples of best practice on export control of other countries, the end-user certification, and export license application. The participants were highly paid attention and raised questions that help to give direction to improve the control of dual-goods to be more precise.

This is a continuous workshop from the Training Session on “Export Control on Dual-Use Goods” that was organized in November 2016. As for the future plan, Department of Import and Export will organize workshops to raise awareness on the management of dual-use goods to relevant government sectors and to public.
