Vietnamese Enterprise Pioneers the Exploitation of Laos’ Boundless “Treasure Trove,” Earning Trillions of VND Annually

Viet–Lao Power Joint Stock Company is currently an affiliate of Song Da Corporation. According to Song Da’s Q1/2025 financial report, the corporation holds 35.11% of Viet–Lao Power’s charter capital.

Xekaman 1 Hydropower Project

With the Mekong River flowing the length of the country from north to south, Laos enjoys extraordinary potential for hydropower development. Recognizing this advantage and building upon bilateral cooperation agreements, Viet–Lao Power Joint Stock Company was established under the directive of the Prime Minister of Vietnam in Official Document No. 1477/CP-QHQT dated 19 November 2002. Originally named Vietnam–Laos Power Investment and Development JSC, the company was created to implement the Vietnam–Laos Electricity Cooperation Agreement—an important pillar of economic and political collaboration between the two governments.

The company’s primary objective is to invest in and construct hydropower projects in Laos under the BOT model, supplying the majority of generated electricity to Vietnam while also meeting part of Laos’ domestic demand.

Operations officially commenced in 2003 with registered charter capital of VND 1,800 billion. Founding shareholders included Song Da Corporation (60%), Vietnam Electricity (10%), Civil Engineering Construction Corporation No. 5 (10%), Civil Engineering Construction Corporation No. 8 (10%), Central Construction Corporation (5%), and the Vietnam Urban and Industrial Zone Development Investment Corporation (5%).

As of the latest corporate registration in February 2023, the company’s charter capital stands at nearly VND 4,378 billion. Viet–Lao Power remains an affiliate of Song Da Corporation, which currently owns 35.11% of its charter capital. LPBank is a major shareholder with VND 300 billion, equivalent to a 6.85% stake. Other shareholders include PVPower with approximately VND 317.55 billion, Vietnam Rubber Group with nearly VND 80 billion, and EVN Genco 3 with VND 19.6 billion.

After-tax profit of Viet–Lao Power Joint Stock Company

In terms of business performance, in 2024 Viet–Lao Power recorded net revenue of VND 4,347 billion and after-tax profit of VND 1,309 billion. Compared to 2020, revenue has increased 166 times and after-tax profit 6.7 times.

The company’s operations focus mainly on energy and construction, as well as investments in hospitality, including hotels, restaurants, and office leasing.

Projects developed and invested in by Viet–Lao Power include the Xekaman 1 Hydropower Plant in Sanxay District, Attapeu Province, Laos, with an installed capacity of 290 MW and an average annual output of 1.1 billion kWh.

The Xekaman Xaxay Hydropower Plant, also in Sanxay District, Attapeu Province, has an installed capacity of 32 MW (maximum output 36 MW) and an average annual output of 131.2 million kWh.

The Xekaman 3 Hydropower Plant in Dakchung District, Sekong Province, Laos, has an installed capacity of 250 MW and an average annual output of 1 billion kWh.

Transmission infrastructure includes the 230 kV double-circuit transmission line from the Xekaman 1 Hydropower Plant to Pleiku 2 Substation in Vietnam, spanning 190.057 km in total—of which 70.667 km lies between the plant and the Laos–Vietnam border at Bo Y International Gate. The project’s total investment reached USD 52.3 million, with a guaranteed transmission capacity of 500 MW and a maximum capacity of about 800 MW.

Another 230 kV double-circuit transmission line runs from the Xekaman 3 Hydropower Plant to the 500 kV Thanh My Substation in Vietnam. Viet–Lao Power invested in and built the Lao segment of this line, which stretches 80 km and has a guaranteed transmission capacity of 300 MW, with a maximum capacity of about 550 MW.

At present, Viet–Lao Power is completing procedures to establish its wholly owned subsidiary—Xekaman 4 Power Co., Ltd.—to develop the Xekaman 4 Hydropower Project in Sekong Province, Laos. The plant will have an installed capacity of 70 MW, an annual electricity output of 287.4 million kWh, and a total investment of USD 165.92 million.

In the hospitality sector, the company has inaugurated the Vientiane Plaza complex in the capital city of Vientiane. This development includes a 4-star hotel with 50 guest rooms and 2,000 square meters of office space for lease, complemented by tourism, event hosting, dining, and related services.
