Vietnam and Laos Forge Deeper Ties for a Future of Shared Strength and Lasting Solidarity
In a powerful reaffirmation of an enduring friendship that has withstood the tests of time and history, Vietnamese President Lương Cường embarked on his inaugural state visit to Laos—an event not only charged with diplomatic significance but also laden with emotion, symbolism, and strategic purpose.
A Homecoming of the Heart: More Than Just a Diplomatic Visit
President Lương Cường’s arrival in Vientiane was met with the warmth of a brother returning home. From the red-carpet reception to the heartfelt embraces and traditional performances, it was evident that this was not merely a ceremonial occasion—it was a celebration of kinship.
General Secretary and President of Laos, Thongloun Sisoulith, led the welcoming ceremony with grace and sincerity, setting the tone for a summit rooted in mutual admiration and trust. In his remarks, President Thongloun hailed the visit as a “defining moment” that reaffirms the unwavering bond between the two countries—one forged through fire during the revolutionary struggle and polished over decades of peacebuilding.
A Relationship Etched in Blood and Memory
The Vietnam–Laos relationship is often described as “unique” or “special,” but those words fall short of capturing its true essence. It is a relationship born not from convenience, but from shared sacrifice. In their high-level talks, both leaders recalled the days when Vietnamese and Lao revolutionaries stood shoulder-to-shoulder on the battlefield, dreaming of independent, prosperous homelands. Today, those dreams are manifesting in the form of economic cooperation, political alignment, and cultural closeness.
President Lương Cường extended heartfelt greetings from Vietnam’s top leadership, including General Secretary Tô Lâm, and paid tribute to the Lao people for their unwavering solidarity during Vietnam’s fight for liberation. He highlighted the spiritual bond between the two nations—a bond that transcends generations and continues to inspire younger leaders to uphold and deepen this historic alliance.
Legacy Meets Vision: Charting a New Course for Future Generations
While honoring the past, the two leaders looked firmly toward the future. Their conversation delved into the preparations underway for both countries’ National Party Congresses in 2025—events poised to shape the political and economic trajectories of their nations.
President Lương Cường commended Laos for its socio-economic stability and increasing global integration. In return, the Lao leadership expressed hope that Vietnam’s continued support—especially in areas like education, health, and infrastructure—would further accelerate Laos’s journey toward modernization and self-reliance.
From Intentions to Impact: Laying the Foundations for Transformative Cooperation
The visit was not merely ceremonial—it was also action-oriented. Both sides reaffirmed their commitment to elevating their comprehensive partnership, turning vision into reality through practical, measurable goals.
High on the agenda was enhancing cooperation in politics, defense, trade, and education. The leaders agreed to work closely on Party-building strategies, state governance reforms, and communication campaigns to promote national unity and public trust.
Economically, they set a bold ambition: to increase bilateral trade to USD 5 billion in the near term. To that end, cooperation in border infrastructure, energy projects, and tourism development will be accelerated. Projects like Wharf No. 3 at Vũng Áng Port were recognized as flagship models for future cross-border initiatives, promising greater regional connectivity and logistical efficiency.
Bridging People, Building Nations: Investing in Human Capital and Cultural Ties
Education emerged as a key pillar of bilateral cooperation. Vietnam pledged to expand scholarship programs and training opportunities for Lao students and professionals, laying the groundwork for a more skilled and globally competitive Lao workforce. Scientific exchange, media partnerships, and cultural programs—especially in the arts, literature, and youth forums—will also be intensified to foster deeper understanding between the two peoples.
The leaders also explored innovative ways to strengthen cross-border community relations, particularly in rural and ethnic areas, where shared traditions and histories remain strong.
A Shared Voice on the Regional and Global Stage
Vietnam and Laos committed to speaking with one voice in ASEAN and other multilateral forums. Of particular concern was the sustainable use of the Mekong River, a lifeline for millions. Both sides agreed that its future must be protected through cooperation, not competition—echoing their broader vision of a peaceful, resilient, and interdependent Southeast Asia.
They also discussed the upcoming implementation of the outcomes from the February 2025 trilateral meeting between the Parties of Vietnam, Laos, and Cambodia. The leaders agreed to position this three-way partnership as a model for regional solidarity, coordination, and shared development.
Healthcare as Diplomacy: A Hospital for Hope
In a striking demonstration of Vietnam’s tangible support for the well-being of the Lao people, President Lương Cường announced the gifting of a district-level hospital in Vientiane Province. Valued at USD 3 million and scheduled for completion in 2026, the hospital will provide essential medical services to thousands—serving as both a symbol of enduring friendship and a concrete investment in the region’s future health and resilience.
Rituals That Transcend Words: The Emotional Depth of Diplomacy
The formalities of the state visit gave way to intimate cultural moments that revealed the heart behind the politics. At the traditional Baci ceremony, where sacred threads were tied around the wrists of guests to wish them good health and happiness, President Lương Cường appeared visibly moved. The gesture, deeply rooted in Lao spirituality and tradition, underscored the emotional dimension of the relationship.
President Thongloun remarked that the timing of the visit—coinciding with the Lao New Year, Bunpimay—added profound meaning. It was not only a renewal of diplomatic vows but a spiritual reconnection between two nations intertwined by fate and shared dreams.
Agreements that Anchor the Future
The visit concluded with the signing of several vital agreements designed to anchor bilateral relations for the next generation. These included:
· A Letter of Intent on national defense collaboration
· A 2025 legal cooperation program
· A cooperation MOU between Gia Lai province (Vietnam) and Attapeu province (Laos)
· A revised license for the Xekaman 3 Hydropower Project
These documents signal a transition from rhetoric to results, ensuring that the commitments made are embedded in legal and institutional frameworks.
Looking Ahead: A Relationship Rooted in the Past, Growing Toward Tomorrow
As the state banquet came to a close and the Lao musicians played farewell melodies, both leaders made one thing abundantly clear: the Vietnam–Laos relationship is not a relic of the past, but a dynamic, living bond—continually refreshed by mutual goodwill, joint efforts, and a shared belief in a better future.
President Lương Cường’s final words captured the spirit of the moment: “Let our friendship remain forever green, eternally sustainable—not just in words, but in every action we take together.”
With hearts aligned and hands joined, Vietnam and Laos step forward into a future where solidarity is strength, cooperation is currency, and history is honored not just with memory—but with meaningful progress.
