Vietnam and Laos Exchange Multi-Billion-Dollar Cooperation and Investment Agreements

On the afternoon of January 9, in Vientiane, the capital of Laos, at the Vietnam–Laos Investment Cooperation Conference 2025, Prime Minister Phạm Minh Chính and Prime Minister of Laos Sonexay Siphandone witnessed the handover of licenses, documents, and cooperation agreements between agencies and partners of the two countries to implement projects worth billions of US dollars.

Accordingly, three companies received investment certificates for three projects. Among them, the Savan 1 Wind Power Plant project of SDVIC Wind Power Company increased its investment capital to USD 32 million.

Vinamilk (Vietnam Dairy Products Joint Stock Company) increased investment capital for its dairy farm complex project in Laos to USD 85.2 million.

Military Commercial Joint Stock Bank (MB Bank) increased the capital of its MB Bank Laos project to LAK 229.9 billion. MB Bank also signed agreements with partners to arrange financing for the Savan 1 Wind Power Plant and the Xekong Thermal Power Plant.

The Lao Ministry of Planning and Investment handed over a contract appendix to VietPhuong Investment Group Joint Stock Company for the bauxite mining and alumina processing plant project in Laos, with a design capacity of 1 million tonnes of alumina per year and total investment of about USD 1 billion.

The ministry also awarded a development contract for five small hydropower projects in Ka Leum District, Sekong Province (total capacity of 180 MW) to VietPhuong Group, with a total investment of USD 197 million.

The Lao Ministry of Energy and Mines granted a construction permit to the Vietnam National Chemical Group for a potash mining and processing project, with an investment of USD 522.4 million.

Among the cooperation agreements between the partners, a notable one is between Sovico Group and the Transport Design Consulting Corporation, involving a consultancy contract for survey and master planning of the development of Laos’s airport and aviation system until 2030, with a vision to 2050, for the Ministry of Public Works and Transport of Laos and the Lao Airports Authority.

Vietnam Airlines and Lao Airlines signed a memorandum of understanding on strengthening and expanding bilateral cooperation.

The Lao Department of Livestock and Fisheries and the Vietnam–Laos Agro-Food Joint Stock Corporation signed a cooperation agreement on investing in and developing a high-tech aquaculture chain in Laos’s hydropower reservoirs.

The Institute for Human Resource Development and International Cooperation (IHC), the Vietnamese Business Association in Laos (AVILA), and the Young Entrepreneurs Association of Laos (YEAL) signed a tripartite cooperation agreement on human resource training for Lao enterprises.

MB Bank signed agreements with partners to arrange financing for the Savan 1 Wind Power Plant and the Xekong Thermal Power Plant.
