Strengthening Special Vietnam-Laos Friendship Through Comprehensive Security Cooperation

On August 27, 2024, Senior Lieutenant General Luong Tam Quang, Member of the Politburo and Minister of Public Security of Vietnam, led a high-level delegation to the Lao People’s Democratic Republic. The visit, made at the invitation of General Vilay Lakhamphong, Member of the Politburo, Deputy Prime Minister, and Minister of Public Security of Laos, coincided with the 18th ASEAN Ministerial Meeting on Transnational Crime in Vientiane.

The bilateral discussions centered on assessing the progress of cooperation between Vietnam's Ministry of Public Security and Laos' Ministry of Public Security since early 2024. Both sides acknowledged the effectiveness of joint efforts in safeguarding political security and preventing hostile activities that threaten national security. Notably, the collaboration has contributed to enhanced information exchange on global and regional terrorism threats and has ensured security along the shared Vietnam-Laos border, which remains a critical focus for both countries.

The two ministries recently co-hosted the 14th Vietnam-Laos Security Cooperation Conference, aimed at strengthening early prevention measures against attempts to destabilize the Vietnam-Laos relationship. Minister Luong Tam Quang emphasized the need for robust security measures in key areas, prioritizing crime prevention and addressing "hot spots" effectively. Enhanced international cooperation with border police forces was also discussed as a means of supporting socio-economic development and national defense along the border regions.

The discussions also highlighted ongoing efforts to prevent and combat various crimes, including drug trafficking, human trafficking, high-tech crime, smuggling, and environmental violations. Both ministries reaffirmed their commitment to continued collaboration in these areas, focusing on targeting organized crime and cross-border criminal activities.

Vietnam’s Ministry of Public Security is actively supporting Laos by implementing significant projects, such as a residential management system, a citizen ID system, and a drug rehabilitation center in Vientiane. These projects aim to enhance Laos’ capacity in governance and social services.

Looking ahead, the two ministries committed to implementing key agreements, including the 2024 Cooperation Plan, the anti-narcotics Memorandum of Understanding, and the Joint Statement from the First Annual Ministerial Conference on Public Security and Internal Affairs among Cambodia, Laos, and Vietnam. Both sides also emphasized the need for effective security measures during ASEAN events in Laos in 2024.

A shared commitment was made to prevent hostile forces from using each other's territories for destabilization. Efforts will be made to ensure that Vietnamese residents in Laos and Lao residents in Vietnam have stable livelihoods and access to education, contributing to socio-economic growth in both nations.

 

Minister Luong Tam Quang presented security equipment to support Laos during its ASEAN Chairmanship in 2024, reinforcing the spirit of cooperation. Additionally, Minister Quang paid courtesy visits to Lao General Secretary and President Thongloun Sisoulith and Prime Minister Sonexay Siphandone, where he expressed gratitude for their support and reaffirmed Vietnam’s dedication to strengthening bilateral cooperation in national security and public safety.
