Located in the central key economic region, Quang Ngai province always orientates and chooses industrial development as a breakthrough task in socio-economic development. However, the supporting industry (CNHT) of Quang Ngai province has not met the demand for raw materials and auxiliary materials for production in both quantity and quality. The focus on developing supporting industries is an important driving force to thoroughly and comprehensively solve these problems, promoting the development of the industry.


Many shortcomings in supporting industrial development 

Quang Ngai province initially formed a number of supporting industries such as mechanics, manufacturing, textiles, footwear, electronics - informatics, wood and paper processing. Dung Quat Economic Zone, Tinh Phong Industrial Park, Quang Phu, VSIP Quang Ngai has made important contributions to create a driving force for the development of industrial support but all are in the early stages with many limitations. Currently, the production of finished products is largely based on the use of imported raw materials and components, a small number of businesses, small-scale and can only participate in areas that do not require high technology and skills. Low localization rate in product value structure has not attracted investment of many multinational corporations.

Mr. Ho Duc Tho - Deputy Director of Hoa Phat Dung Quat Steel Company - said that currently some supporting industries in the province have not met the company's needs, many services have to hire foreign contractors or local another way. The management board and Quang Ngai province need to promote more in attracting investment, with incentives, to enhance attracting businesses here.

Policies to support and preferentially develop supporting industries issued by the Government in Decree 111/2015 so far have not had a strong impact. The lending procedures for banks are still cumbersome; It is difficult for SI enterprises to access to expand production and business. The human resources of the province have not met the development requirements of the supporting industries. All these limitations need to be overcome soon to improve the investment environment.

 

The project of developing supporting industries of Quang Ngai province in the new stage assesses that the locality should orient to build an industrial park or specialized industrial cluster and to build a Technical Center for Industrial Development Support.


Ms. Tran Thi My Ai - Director of the Department of Planning and Investment of Quang Ngai Province - said that we must build a specific action program, going into the small and medium business support, supporting businesses, assigning tasks to departments, connecting to create conditions for businesses to approach large investors, knowing what products investors need to develop, creating a footer in the relationship between investors and businesses. local.


In addition, Quang Ngai province needs to build a development linkage mechanism between the locality and the central key economic region, promote credit and investment programs for SMEs to access investment capital and short-term loans with preferential interest rates, interest subsidy subsidies from the provincial budget.

At the same time, the preparation and readiness of high-quality human resources to meet the requirements of assembly businesses as well as supporting businesses will be one of the basic conditions for the development of the two joint ventures. In Quang Ngai province, the task of promoting human resource development for supporting industries is focused on implementing by authorities and businesses in the coming time, promoting industrial development in the area.


In recent years, the human resources of Quang Ngai province have not generally met the development requirements of the supporting industries despite increasing in quality. Meanwhile, the number of employees, though less than in other industries requires high qualifications to be able to operate the modern machinery system well.

The human resource of Quang Ngai province lacks both experts, managers and skilled technical workers. Labor in the agricultural sector has low skills, the application of science and technology to production is limited, and production methods are outdated. Labor structure transformation is still slow due to the lack of new jobs created in rural areas.
