Hanoi Enhances Cooperation with Laos in People's Council Activities

On February 27, 2023, a delegation from the Lao People's Democratic Republic's National Assembly under the leadership of Vice Chairman of the National Assembly Khambay Damlath visited and collaborated with Hanoi City leaders.

Participants included the Deputy Secretary of the City Party Committee, Nguyen Ngoc Tuan, Pham Qui Tien, Nguyen Manh Quyen, Pham Qui Tien, and Chairman of the Hanoi People's Council, as well as leaders from the relevant departments and branches.

Members of the working delegation, as well as Sengphet Houngboungnuang, the Lao PDR's Extraordinary and Plenipotentiary to Vietnam, and Khambay Damlath, the Vice Chairman of the National Assembly, led the Lao National Assembly Delegation.

Upon receiving the Lao National Assembly delegation to Hanoi, Comrade Nguyen Ngoc Tuan conveyed his delight. He emphasized that the Party Committee and the people of Hanoi Capital have always maintained and encouraged the unique and glorious heritage of friendship and solidarity between the two peoples over the years. Localities in Laos, particularly Vientiane, are always at the forefront of Hanoi's priorities when it comes to cooperative connections for mutual development. There have been numerous impressive outcomes from the two sides' collaboration, which has grown closer, been put into reality, and expanded extensively throughout time.

During Mr. Nguyen Ngoc Tuan's sixteen years at the helm of the Hanoi People's Council, he oversaw the agency's organizational growth, government apparatus enhancement, and operational outcome quality improvement. As part of the Hanoi People's Council, 95 representatives from 30 different factions representing 30 different cities, towns, and districts will serve in term XVI, which runs from 2021 to 2026. There are 19 fellows, or 20% of the total, who serve as full-time delegates.

With the motto "Innovation - Insight - Science - Efficiency" as their guiding principle, the Hanoi People's Council has worked tirelessly to fulfill its mandate, earning the respect of the capital's residents and voters as well as the admiration and confidence of the National Assembly of Vietnam's chairmen and secretaries. Their work serves as an inspiration to the People's Councils in every Vietnamese province and city.

Meetings of the People's Council of Hanoi City have recently focused on innovative methods, going deeper into practice, promoting the democratic role, and the spirit of representatives contributing to the decision-making process of important city issues. This aligns with the current trend of reform and creativity. The Resolutions of the People's Council provide a solid legal foundation for the City People's Committee at all levels to carry out the directives and responsibilities given by the Central Government and the City Party Committee.

The majority of voters and citizens trusted and approved of the tasks that were overseeing, evaluating, questioning, and explaining the leadership and management of all levels of authority, as well as responding to and addressing voters' complaints and concerns, throughout the implementation process.

With a strong sense of responsibility and a focus on the people of the City People's Council, the People's Council has also improved the organization of voter contact and citizen reception work, recorded feedback and suggestions from voters and the general public, and expedited the resolution of complaints and outstanding issues.

In addition, the Hanoi People's Council constantly monitors, coordinates, and guides the People's Council system's operations at the commune and district levels. An official document titled "Improving the capacity, effectiveness and efficiency of Hanoi People’s Councils at all levels in the period 2021–2026 associated with piloting the organization of the urban government model and consolidating Rural Government in Hanoi City" was sent by the Party Committee of the City People’s Council to the Standing Committee of the City Party Committee for promulgation.

Hanoi City is aggressively working to complete the revised draft of the Capital Law in response to numerous changes in the actual situation. This law will be submitted to the National Assembly and will include a strategy to further strengthen the organizational structure and authority of the Capital People's Council in line with the proposed practice.

Pham Qui Tien, a vice chairman of the Hanoi People's Council, briefed the Lao National Assembly delegation on the following topics at the meeting: The number of People's Councils at each level, the percentage of private firms represented on each level, the number of representatives who are not party members, the function of the Fatherland Front as it pertains to each level, and so on.

After the meeting ended, Mr. Nguyen Ngoc Tuan made it clear that Hanoi City is open to any and all forms of cooperation, including but not limited to the exchange of information between elected bodies and the Lao National Assembly Delegation, as well as any and all topics covered during the meeting. The strong bond of friendship and solidarity between Vietnam and Laos is being nurtured and strengthened via this.

Nguyen Ngoc Tuan, a representative of the Hanoi People's Council and the city's people's council chairman, sent best wishes to the Laotian delegation. "Forever green, eternally sustainable" is my hope for the future of the two nations' strong bond and intensive collaboration.

Upon receiving the heartfelt and kind greeting from the Hanoi People's Council, Vice Chairman Khambay Damlath of the Lao National Assembly conveyed his passion and delight. The Hanoi People's Council responded to the delegation's inquiries, and he was appreciative of the details they provided, particularly regarding the composition, machinery, and operations of the People's Councils at all levels as well as the evaluation and confidence vote process.

The next period will see Vice Chairman Khambay Damlath of the Lao National Assembly continuing to receive information exchange and tight cooperation with the Hanoi People's Council. A heartfelt message from the Vice Chairman of the Lao National Assembly wished that the friendly relationship between Vietnam and Laos would remain loyal, robust, and continue to progress.
