Enhancing the Special Friendship Between Vietnam and Laos: A Focus on Legal and Judicial Cooperation
A high-ranking Vietnamese team led by Prime Minister Pham Minh Chinh visited Laos on January 11-12, 2023. The bilateral collaboration between the two nations is greatly strengthened by this development.
The official talks and signing ceremony for the agreements and cooperation documents between the two countries took place on January 11, 2023, after Prime Minister Pham Minh Chinh and Lao Prime Minister Sonexay Siphandone attended the solemn welcoming ceremony held at the Lao Prime Minister's Office.
In the course of the discussions, Prime Minister Pham Minh Chinh expressed his gratitude for the warm welcome ceremony and the Prime Minister and the Lao people's genuine respect for the Vietnamese delegation. In addition, Prime Minister Sonexay Siphandone thanked the Party and people of Vietnam for their unwavering solidarity with Laos during the country's national liberation movement and their ongoing support of the cause of building and growing Laos. The two Prime Ministers have repeatedly reaffirmed Vietnam and Laos' shared commitment to fostering cordial relations between the two Parties and States and expanding opportunities for comprehensive cooperation.
The foregoing claim is supported by the fact that, following the negotiations, the prime leaders of both nations saw the signing of ten cooperation papers covering a wide range of areas, including a "Agreement between the Governments of Vietnam and Vietnam." Agreement on Civil Mutual Legal Assistance between Vietnam and Laos; Protocol on Training Cooperation Between the Governments of Vietnam and Laos for the Period of 2022-2027; Comprehensive Cooperation Agreement in the Field of Waterway Transport Between the Ministries of Transport of Vietnam and Laos; Cooperation Plan for 2023 Between the Ministries of Education and Training of Vietnam and Laos; The aforementioned agreements represent a firm commitment to deep and wide collaboration between the two nations, as well as a shared determination to advance further down the path of development.
High-ranking officials from both nations as well as representatives from all facets of Laotian society attended the concluding ceremony of the Vietnam-Laos, Laos-Vietnam Year of Solidarity and Friendship 2022 at noon on the same day. The occasion encapsulated the outstanding advancements made by the two countries over the previous year, brought a spectacularly successful year to a close, and reaffirmed the commitment to further strengthening the Vietnam-Laos friendship in the years to come.
Within the framework of the trip, on the morning of January 12, 2023, the 45th meeting of the Intergovernmental Committee on Vietnam-Laos bilateral cooperation was held. Both Prime Ministers Pham Minh Chinh and Sonexay Siphandone served as co-chairs. As time goes on, the political, diplomatic, defense and security, economic, cultural, and educational relations between the two nations strengthen and become more effective.
As the foundation of their bilateral relations, the two countries' political link must be nurtured so that it deepens and becomes more trusted over time. They also resolved to increase their mutual support for international and regional organizations, including the United Nations and the Association of Southeast Asian Nations (ASEAN). The strength of the bonds between the two countries will last only as long as they are able to cooperate on matters of defense and security.
The numbers speak for themselves regarding the beneficial and fruitful nature of the economic cooperation between the two countries: in 2022, investment capital from Vietnam will pour into Laos at a rate of over 180 million USD, an increase of 52.5% from 2021, and the amount of tax obligations that Vietnamese enterprises fulfill for the Lao budget will reach 200 million USD per year. The recent economic triumphs of both countries might be cause for celebration.
Regarding the development orientation of the cooperative relationship between the two countries in the coming time, the two sides agreed on the determination to effectively implement the statements and agreements of the Politburo and the governments of the two countries on Cooperation Strategy for the 10-year period 2021–2030, Cooperation Agreement 2021–2025, and other agreements.
In order to significantly boost trade turnover by 10–15% over 2022 levels, both countries have established 2023 as the target year. At the same time, Vietnam and Laos work together to remove any remaining hurdles to expanding Vietnamese aid and investment projects in Laos.
The transportation infrastructure used by both countries was planned with business expansion in mind. In particular, establishing a route connecting Laos with the East Sea is made possible by investigating a pilot economic zone across the border on the East-West corridor.
Vietnam and Laos continue to collaborate on improving their educational systems in order to better prepare resource officers who will be the backbone of national development and to increase the number of graduates with marketable skills through the use of novel training methods like online education, international connections, and a focus on the preparation of resource officers.
Concerns in key areas were addressed clearly and firmly, giving the conference a great push for the constructive partnership between the two nations.
The positive results of Prime Minister Pham Minh Chinh's visit to Laos have contributed to the consolidation and development of solidarity and friendship between the two countries, as well as to the degree of comprehensive strategic collaboration between Vietnam and Laos in all fields.
