On the morning of August 5, in Hanoi, the Ministry of Home Affairs held the 21st ASEAN Civil Service Leaders Conference. The meeting included ministers, leaders and delegates of the 10 ASEAN countries.
Under the authorization of the Prime Minister of Vietnam, on behalf of the Ministry of Home Affairs of Vietnam, Ms. Pham Thi Thanh Tra, Minister of Home Affairs, affirmed that the important results at the conference will contribute to shaping the professional ASEAN civil service. , sharing, sustainable development.
Minister Pham Thi Thanh Tra said that the contribution of the civil service in the process of promoting socio-economic recovery and development is very important, in which, the requirement to modernize the administration in order to meet the cope with new challenges, while better serving people and businesses, contributing to supporting and maintaining stable socio-economic development.
This conference will contribute to shaping ASEAN's civil service profession, sharing and sustainable development. In which, the introduction of solutions to promote ASEAN cooperation in the new situation; the continued implementation of Singapore's initiative in promoting cooperation with dialogue partner countries Canada, Australia, New Zealand, India and bringing relations between countries to a new height as well as the implementation of Vietnam's initiative. Mr. Chu Tuan Tu (representative of the Ministry of Home Affairs of Vietnam) informed about the action plan to implement the ASEAN declaration on strengthening the adaptability of the civil service to new challenges. Accordingly, the plan sets out activities/projects/initiatives in the working program of ASEAN member states corresponding to the content of the action program. Specifically, first, strengthen responsive and transformative leadership in the civil service to have timely and effective policies and responses to challenges and the changing environment, and to take advantage of opportunities for the benefit of the people of ASEAN.
Second, further enhance the skills development of civil servants through programs/initiatives such as the ASEAN Resource Center and the network of ASEAN Public Service Training Institutes to ensure that the capacity of civil servants is maintained in accordance with adapt to the changing environment.
Third, improve the efficiency and productivity of public services through modernization, reform, and simplification of administrative procedures by focusing on solving bottlenecks and inadequacies, and creating open systems for the participation of all parties.
Fourth, strengthen digital government, digital economy and digital society in the region and, at the same time, strengthen policy development and regulatory frameworks to take advantage of digital advancement, reduce restrictions and the challenges that arise from it, and protect data privacy.
Fifth, further strengthen cross-pillar and inter-sectoral cooperation and coordination to promote good governance and contribute to building an ASEAN community that is inclusive, inclusive and sustainable for the people, for the benefit of the people. self-sufficient and dynamic. In the above five contents, the delegates of the countries basically agreed, highly agreed at the national level, integrated and will incorporate the above contents into the policy making of each country; The content will be translated into the languages of the countries.

At the meeting, ASEAN ministers and leaders approved the 22nd ASEAN Cooperation Chairmanship on Public Affairs (ACCSM) ceremony to Brunei with the theme "Fit for the Future". . This topic was also approved by the delegates. It’s believed that Brunei will further develop the achieved results.
At the end of the conference, Vietnam's Minister of Home Affairs Pham Thi Thanh Tra affirmed that, through the conference, she had shown trust and determination to cooperate in the public service for a modern civil service, a Community. The ASEAN Community is cohesive and adaptive, serving the people, people-centered and socially responsible.
