EVN actively implements the power purchase agreement between Vietnam and Laos

On November 28, in Na Ngoi commune, Ky Son district, Nghe An province, Electricity of Vietnam (EVN) and Power Project Management Board 1 organized the construction of the 220kV Nam Mo transmission line project (Laos) – Tuong Duong (section on Vietnamese territory).

Laos has strengths in energy while its population is small. Therefore, for many years, the country has accelerated the construction of energy production infrastructure, especially recently, the production of external energy to meet domestic consumption demand is oriented for export to increase budget revenue.Attending the ceremony were representatives of leaders of the Department of Industry and Trade, Department of Natural Resources and Environment, District Party Committee, People's Committee of Ky Son district and Tuong Duong district (Nghe An province).

On the side of Vietnam Electricity, there are Mr. Tran Dinh Nhan - General Director of the Group, Mr. Pham Hong Phuong - Deputy General Director of the Group, leader of Power Project Management Unit 1 and representative of the design and construction consulting unit. and provide equipment for the project.

The 220kV Nam Mo - Tuong Duong transmission line project is a dual-circuit line from the Vietnam - Laos border to the 220kV Tuong Duong substation. The line has a length of 74.4km, capable of carrying a load of 1,000MW, with a total investment of 588 billion VND because EVN is the investor, Power Project Management Board 1 is the unit assigned to manage the project by EVN. The line on the Vietnamese side passes through Tuong Duong and Ky Son districts, Nghe An province.

On the basis of the power purchase agreement signed between the Government of Vietnam and the Government of Laos, on November 5, 2019, The Prime Minister has issued Document No. 1490/TTg-CN approving the policy of importing electricity and the plan to connect the Nam Mo Hydropower Plant cluster (Laos) through the 220kV Nam Mo transmission line project (Laos) - Future Duong (section on Vietnamese territory), in order to transmit the capacity of hydropower plants on the Nam Mo river basin in Laos to Vietnam (including 16 hydroelectric plants with a total capacity of 850MW). Currently, EVN has signed 7 power purchase and sale contracts with power plants with a total capacity of 300MW.

After the Prime Minister approved the policy of importing electricity and the plan to connect the Nam Mo Hydropower Plant cluster, the Vietnam Electricity Group assigned the Power Project Management Board 1 to urgently organize the implementation of the project. The project, with the schedule to be put into operation in June 2022, is in sync with the hydropower plant project in Laos. It is expected that the annual output of electricity transmission is about 2.5 billion kWh to the national power system.

According to the agreement signed between the two Governments of Vietnam and the Government of Laos, by 2025, Vietnam will import 3,000MW of electricity from Laos and up to 5,000MW by 2030.

This is the second power transmission project serving the import of electricity from Laos to Vietnam (after the 220kV Xekaman 1-Pleiku 2 transmission line). The project is very important to meet the increasing electricity demand in Vietnam, especially to ensure electricity supply for the North in the coming years.

To ensure that the project is completed on schedule, with quality assurance, and in strict compliance with environmental conditions when passing through forest and residential areas in two districts of Ky Son and Tuong Duong, EVN requires the Management Board to Power project manager 1 concentrates forces to closely monitor the site to manage and closely monitor the quality of equipment supply, construction and installation in accordance with technical requirements and current regulations. Coordinating well with the People's Committees of the districts, the People's Committees of the communes and specialized departments, the Forest Protection Department, the border guards of Ky Son and Tuong Duong districts to carry out the site clearance work. Work closely with Phongsubthavy Group, National Power Transmission Corporation in construction work, synchronously connecting the whole line to ensure safe and smooth operation.
