Strong changes in education - training and develop human resources, promote people-to-people exchange activities

For the period 2011-2020, the project on improving the quality and efficiency of Vietnam-Laos cooperation in the field of education and human resource development has made a positive change to human resource training in Laos, with an emphasis on construction, amending mechanisms and policies to improve management, receiving and training Lao international students, adjusting tuition fees and living expenses, creating conditions for more effective training, and simplification

Both parties work together to develop the Vietnamese language learning movement in Laos' training institutes and institutions; compiling and handing over the Vietnamese language program (pilot implementation) from grade 1 to grade 12 to the Ministry of Education and Sports of Laos to teach in needy and qualifying high schools in Laos; compiling Vietnamese textbooks for Lao students; piloting Vietnamese - Lao bilingual teaching in Nguyen Du Bilingual School, building a Vietnamese - Lao dictionary. Furthermore, the two sides promote the implementation of projects to repair, upgrade, and build new schools, as well as create favorable conditions for the organization of teaching and learning work for pupils and students; train and foster teachers and officials in Laos; promote cooperation in vocational training by providing equipment for vocational training in Laos; and deploy effective cooperation in skills training for Lao candidates participating in the annual ASEAN Skating Competition. The two countries agreed on a project to strengthen the quality and efficiency of their collaboration in the fields of education and human resource development from 2021 to 2030 at the end of 2020.

During their mutual visits, the two sides shared their experiences on Party building work, socio economic development, national defense, and security assurance; mutual assistance between localities, particularly localities sharing a border, in building infrastructure, medical care, training and development of human resources, eradicating poverty, and ensuring security, order, and safety in the two countries' border areas.

The two nations are routinely involved in people-to-people diplomacy activities; various cultural, artistic, and sporting exchanges are held, which help to improve mutual understanding between the two countries' peoples and deepen Vietnam-Laos relations.

Together, Vietnam and Laos look forward to the future.

In the new period, the world and regional situation continues to have rapid and complicated developments. To ensure the effective execution of renovation in each nation, the two sides continue to emphasize the relevance and strategic significance of the solidarity connection, particularly in the changing scenario, based on mutually agreed-upon principles, greed to strengthen the comprehensive cooperation relationship between Vietnam and Laos on the basis of promoting the spirit of independence and self-control as well as the will to self-reliance, self-reliance, equal cooperation, mutually beneficial, appropriately combining the unique nature of the Vietnam-Laos relationship with international practice, for the prosperous development of each country, for peace, stability, cooperation, and development in the region and in the world. In their cooperative partnership, Vietnam and Laos decided to focus on a number of major topics, which are as follows:

Firstly, continue to strengthen and deepen political relations, close cooperation on strategic issues related to security and development of each country; improve the efficiency of cooperation mechanisms at all levels, sectors and localities of the two countries; To develop cooperative connections between the two parties and two states, guidelines, policies, and actions must be exchanged and unified on a timely basis; Maintain the process for dispatching special envoys as needed to exchange information, reach agreements, and resolve issues.

Secondly, deepening and solidifying the two parties' and two states' mutual understanding of the strategic importance of the special connection between Vietnam and Laos, believing this to be critical to each country's cause of innovating, building, and protecting the Fatherland. Maintain strong connections between the two nations' leaders and people based on the principles of mutual respect, equality, mutual benefit, and profound political trust.

Thirdly, improve timely information sharing, particularly on emerging concerns that directly impact both countries; maintain and improve the effectiveness of theoretical-practical seminars between the two Parties, seminars, forms of information exchange, experience among departments, ministries, Fronts, union, people’s organisation and between localities, particularly localities sharing a border, including in-depth sharing of experience on Party building work, political system building, socio-economic management, and international integration.

Fourth, maintain and cultivate exceptional solidarity between Vietnam and Laos among all classes of people, particularly among the two nations' young generations, in ways such as: 1- Strengthening practical forms of friendly interactions between the peoples of the two nations, particularly youth, teens, pupils, students, the army, and the police; 2- Close cooperation in research and education work and propagate the special solidarity relationship between Vietnam and Laos; 3- Continue to coordinate research and study, as well as extensively promote the "History of Special Relations between Vietnam and Laos" book series in schools; 4- Coordinate well organize traditional educational activities on the special solidarity relationship between Vietnam and Laos, especially on the occasion of major holidays.

Fifth, expand cooperation in the areas of business, culture, education, training, and research and engineering, since this is the basis and glue that holds the two nations' long-term relationship together. The Vietnam-Laos strategic cooperation agreement, which runs from 2021 to 2030, must be implemented energetically and efficiently by both parties; Continue to radically renew and improve the efficiency of cooperation mechanisms between the two countries, especially in economic terms, to be in line with international practices, but there must be priorities and preferences commensurate with the nature of the special relationship; continue to radically renew and improve the efficiency of cooperation mechanisms between the two countries, especially in economic terms, to be in line with international practices; enhance the sharing of macroeconomic management experiences between the two countries; boost transportation connections, energy, telecommunications, and tourism; there are preferential policies to encourage businesses of the two countries invest in areas where the two sides have potential and strengths, especially in the field of high-tech agriculture; synchronously deploying solutions to increase two-way trade turnover; continue to innovate methods, improve the operational efficiency of the Intergovernmental Committee on bilateral cooperation; effectively manage and use Vietnam's aid capital for Laos for sustainable socio-economic development; exploit the potentials and strengths of each country complement each other and develop together. Continually innovate staff and student training and development in each nation; emphasis on conducting research classes, theme exchanges, and training courses for Lao leaders and managers at all levels.

Sixth, to further develop the pillar of defense and security cooperation, to guarantee strong support for each other in dealing with increasingly diversified and complex security issues, and to contribute to each country's political stability, social order, and safety; Building a border of peace, friendship, stability, and cooperation between Vietnam and Laos, as well as a border of sustainable development; closely cooperating in preventing and combating "peaceful evolution," effectively preventing and combating transnational crimes, particularly drug smuggling and illegal drug transportation.

Seventh, strengthen information exchange and close coordination between the two Parties and States at international and regional forums and cooperation mechanisms in the Greater Mekong Subregion; continue to effectively implement the annual consultation mechanism at the head of the Central Committee for Foreign Affairs, Minister of Foreign Affairs, and cooperation mechanisms between foreign agencies.

Eighth, strengthen cooperation, exchange of experience, and mutual aid between the National Assembly, the Front, the departments, ministries, union and localities of the two nations.

Ninth, the two parties and two states must continue to deploy and arrange key events (Day of Party establishment, National Day, The date of establishment of diplomatic relations, Date of signing the Treaty of Amity and Cooperation, Birthday of President Ho Chi Minh and President Kaysone Phomvihane...).

The connection between Vietnam and Laos is critical to the cause of protecting national independence, sovereignty, territorial integrity, and the development of socialism in each country. Immerse in President Ho Chi Minh's thought and President Kaysone Phomvihane's will, and we believe that with the efforts of the two parties, the two states, and the two peoples, the special relationship between Vietnam and Laos will continue to develop, becoming more in-depth, effective, and practical for the sake of the people of each country, for peace, stability, and cooperation, and for regional and global development.
