Strengthening the Vietnam-Laos Special Relationship, Creating New Avenues for Development

The recent official visit by Vietnamese National Assembly Chairman Tran Thanh Man to the Lao People’s Democratic Republic, alongside his participation in the 45th ASEAN Inter-Parliamentary Assembly (AIPA-45), has further deepened the special bond between Vietnam and Laos. This significant diplomatic effort is set to expand the scope of their longstanding relationship, fostering opportunities for joint progress.

Chairman Tran Thanh Man's trip was his first official diplomatic mission in Southeast Asia since taking on his new role as the head of Vietnam’s legislative body. His visit reinforced Vietnam's steadfast commitment to prioritizing the great friendship, special solidarity, and comprehensive cooperation with Laos. This visit was not only an affirmation of historical bonds but also a proactive step to ensure continued support for Laos in its endeavors for national renewal, defense, and development. The trust between the leadership of both countries was evident, reflecting their dedication to sustaining this crucial alliance.

The warmth of the reception was tangible as the convoy carrying Chairman Tran Thanh Man arrived at the Lao National Assembly headquarters under the clear autumn sky. Lao National Assembly Chairman Saysomphone Phomvihane personally welcomed him like a cherished family member returning after a long absence. Their warm embraces and heartfelt greetings underscored the closeness and sincerity of their relationship.

During their discussions, the leaders emphasized the unique nature of the relationship between Vietnam and Laos—a relationship cultivated by Presidents Ho Chi Minh, Kaysone Phomvihane, and Souphanouvong, as well as generations of leaders from both nations. This special bond has withstood countless challenges and sacrifices, becoming a priceless legacy for both countries. It stands as a testament to the enduring strength of their unity, which has been forged through shared struggles and nurtured by the contributions of both nations' heroes.

Both leaders expressed satisfaction with the progress of cooperation between their respective parliaments, which has seen positive developments in both scope and depth. They committed to further enhancing these exchanges, particularly in institutional development, legislative reforms, and high-level oversight of key national matters. This commitment signals an important step towards building resilient institutions that respond to the needs of their people.

The discussions also touched upon the broader bilateral relationship between Vietnam and Laos. Both countries have actively collaborated in monitoring the implementation of agreements, overseeing joint projects, and supporting Vietnamese businesses in Laos. The leaders also highlighted their coordination in international and regional forums, such as ASEAN, to maintain stability and peace—foundations that are essential for the socio-economic development of both nations. This cooperative approach is seen as crucial in addressing emerging challenges in an increasingly complex geopolitical landscape.

Chairman Tran Thanh Man's visit also included meetings with Lao General Secretary and President Thongloun Sisoulith and Prime Minister Sonexay Siphandone. These meetings were characterized by a spirit of mutual respect and camaraderie, with both sides reaffirming their dedication to supporting each other through thick and thin. Vietnam’s unwavering support for Laos in all its endeavors was reiterated, reinforcing Vietnam's role as a reliable ally in Laos's national development.

The value that Vietnam places on its relationship with Laos was further evidenced by Chairman Tran Thanh Man's remarks about the contributions of the Lao people throughout history. He highlighted how Vietnam deeply appreciates the support and sacrifices made by Lao leaders and citizens over the years. This gratitude underpins Vietnam’s commitment to nurturing the great friendship and special solidarity between the two nations—an asset that serves as the bedrock of their bilateral relations.

Both sides reviewed the achievements in bilateral cooperation and discussed practical ways to implement high-level agreements effectively. They agreed on the importance of maintaining their unity, which has been the source of significant strength throughout their shared history. This solidarity is crucial not only for the prosperity of both nations but also for their efforts to build and protect their homelands.

During his visit, Chairman Tran Thanh Man also presented commemorative gifts to the Chairman of the Laos-Vietnam Friendship Association Boviengkham Vongdara, further symbolizing the depth of their bond. In Vientiane, he engaged with other current and former leaders of Laos, underscoring the comprehensive nature of the Vietnam-Laos relationship. Meetings with the Lao State Audit Authority and the National Front for National Development emphasized the breadth of cooperation between the two countries.

Vietnamese Ambassador to Laos Nguyen Minh Tam emphasized the special significance of Chairman Tran Thanh Man's visit, describing it as a milestone that will further elevate the Vietnam-Laos relationship. The warmth and respect shown by the Lao side reflected their appreciation for this special bond, a relationship that remains a top priority for both nations.

Chairman Vu Hai Ha of the National Assembly’s Foreign Affairs Committee reiterated that Vietnam's policy towards Laos remains consistent and resolute. The great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos are seen as pillars of strength, not only during times of war but also in the current era of peace and development.

 

Chairman Tran Thanh Man’s participation in AIPA-45, along with the high-ranking Vietnamese delegation, was also a crucial aspect of the visit. At the assembly, Chairman Tran Thanh Man addressed the plenary session, emphasizing the vital role that parliamentary cooperation plays in building a robust ASEAN Community. He stressed that parliaments should ensure that policies are people-centered, reflecting the voices and aspirations of ASEAN citizens.

He expressed confidence that through collective effort, ASEAN countries can build a more cohesive community, capable of tackling modern challenges. The call for solidarity, unity, and shared responsibility was a recurring theme throughout his speech, and he outlined five priority directions for enhancing parliamentary roles in the future.

The Lao Deputy Speaker, Sounthone Xayachak, acknowledged the contributions made by Chairman Tran Thanh Man and the Vietnamese delegation, noting their important role in shaping the success of AIPA-45. Vietnam played an active part in setting the agenda, proposing initiatives aimed at economic development, infrastructure connectivity, digital transformation, and sustainable energy transition. Vietnam’s collaboration in co-sponsoring resolutions, including those led by Laos and others in partnership with Indonesia and Malaysia, demonstrated a commitment to fostering regional cooperation.

 

The success of the visit and the active participation in AIPA-45 further deepened the Vietnam-Laos relationship, opening new avenues for cooperation in the years ahead. Strengthening inter-parliamentary ties and enhancing strategic trust were key outcomes, along with Vietnam's substantive contributions to the assembly. Supporting Laos as AIPA Chair, Vietnam reiterated its dedication to ASEAN’s unity and centrality, signaling its intention to continue playing an active role in regional affairs.

The relationship between Vietnam and Laos, forged through shared experiences and sustained by mutual respect, stands as one of the most enduring partnerships in international relations. As the two countries continue to collaborate on bilateral, regional, and international stages, their special bond is poised to contribute not only to their own prosperity but also to peace and stability across Southeast Asia.
