Research Proposal: Exploring the Construction of the Vietnam-Laos Railway

There are eight stations along the 103-kilometer Vung Ang-Tan Ap-Mu Gia railway line, and the whole project is anticipated to cost 27,485 billion VND. This project is a component of the larger Vietnam-Laos railway project, which includes the Vientiane-Vung Ang railway line.

The Ministry of Transport has received a proposal for the Vietnam-Laos railway project segment Vung Ang-Tan Ap-Mu Gia from the newly established partnership between the Deo Ca Group Joint Stock Company and the Petroleum Trading Lao Public Company (PetroTrade). This follows the guidelines set down by the recently established coalition.

This joint venture asserts in its proposal that it has the financial means to conduct the study, design, and presentation of a project to the relevant authorities in pursuit of their authorization and consent. The purpose of this is to get approval from higher-ups. The joint venture must keep in mind that it will be responsible for all costs and risks, regardless of whether the plan is approved or not. Everyone should pay attention to this.

A vital part of the Vientiane-Vung Ang-Mu Gia railway line in Vietnam is the Vung Ang-Tan Ap-Mu Gia project.  Decision No. 1769/QD-TTg from October 19, 2021 authorized it and it covers the years 2021 to 2030 in the railway planning term. Additionally, it has a vision for the year 2050. Investments in this initiative are part of the Prime Minister's plan for the years leading up to 2030.

In order to put into action the high-level agreements reached between the two Parties and the States of Vietnam and Laos on the construction of infrastructure and the promotion of economic growth, the two governments have given considerable attention to this essential project.

The anticipated cost of the Vung Ang-Tan Ap-Mu Gia railway project is 27,485 billion VND. The project spans 103 km and includes 8 stops, including 1 major station and 7 intermediate stations.

Earlier, Deo Ca Group and Petroleum Trading Lao Public entered into a joint venture agreement to construct the Vientiane–Vung Ang railway line.

Among Vietnam's most prominent transportation infrastructure investors and general contractors is Deo Ca Group Joint Stock Company. The unit has finished and placed into operation a number of important projects, such as the Deo Ca road tunnel, the Bac Giang-Lang Son expressway, the Cu Mong tunnel, the Hai Van 2 tunnel, the Trung Luong-My Thuan expressway, and similar ones.

Also, the Vientiane-Vung Ang railway project is only one of several important infrastructure projects that the Laotian government has invested in, built, managed, and supervised with the help of Petroleum Trading Lao Public, which has a prominent role in the country's oil industry.
