Nurturing Vietnam-Laos Solidarity and Youth Engagement in Ho Chi Minh City
The special bond between Vietnam and Laos is a testament to centuries of mutual support in nation-building and defense. This relationship, initiated by President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong, has evolved into a model of unwavering solidarity, built on shared values and aspirations. It has been sustained by generations of leaders and citizens, becoming a unique example of international friendship that has remained resilient over time.
The relationship between Vietnam and Laos entered a new phase with the signing of the 1962 Geneva Accords on Laos, setting the stage for official diplomatic relations on September 5, 1962. This historic event symbolized the shared destiny of both nations in their struggles for independence. The collaboration reached its peak during the conflict years, especially along the Truong Son mountains, where Vietnamese and Lao forces joined efforts in historic victories like Vietnam’s 1975 Spring Offensive and Laos’ success in December 1975.
The end of the conflict marked the beginning of a new era of peace and development for both nations. Transitioning from wartime solidarity to comprehensive cooperation, the relationship was formalized with the signing of the Treaty of Friendship and Cooperation on July 18, 1977. This treaty set principles of mutual defense, assistance, and respect for sovereignty, marking a historic turning point that laid a solid foundation for future cooperation. It also underscored the commitment of Vietnam and Laos to socialism and regional peace, strengthening their influence in Southeast Asia.

Over the subsequent decades, Vietnam and Laos have worked to expand their partnership across various fields, adapting to changing global and regional dynamics. In November 2016, after three decades of reform, both Parties issued a joint statement reaffirming the Vietnam-Laos relationship as an invaluable asset that serves as the foundation for continued cooperation. Despite geopolitical challenges and global shifts, the relationship has grown stronger, expanding across political, defense, economic, and local relations, especially in border provinces. Even during the COVID-19 pandemic, both nations exemplified their spirit of solidarity by providing mutual support, with Vietnam gifting the new National Assembly Building in Vientiane, symbolizing the enduring partnership.
Reflecting on over six decades of friendship, particularly 45 years since the signing of the Treaty of Friendship and Cooperation, Vietnam-Laos relations have achieved remarkable milestones in national development and defense. The relationship has not only ensured the prosperity of both countries but also contributed positively to peace and stability in the region. Each achievement underscores the collaborative spirit that has defined the Vietnam-Laos bond.
Ho Chi Minh City plays a significant role in nurturing and promoting this special friendship, particularly among the youth. The Ho Chi Minh City Communist Youth Union has established strong ties with the Lao Revolutionary Youth Union, focusing on provinces like Champasak, Attapeu, and Vientiane. Through initiatives such as youth exchanges, volunteer programs, and educational projects, the Union aims to foster a spirit of solidarity, understanding, and mutual growth among the younger generations of both nations.
As of 2023, Ho Chi Minh City is home to 752 Lao students, including 597 scholarship recipients funded by the city’s Department of Education and Training. Various cultural and educational activities have contributed to building close ties between Vietnamese and Lao youth. Events like the “Traditional Tet Festival of Laos and Cambodia” and the “Vietnamese Family Program for Lao and Cambodian Students” create platforms for young people to engage, exchange ideas, and celebrate each other's cultures, further solidifying the friendship.
Vietnam’s 2020 Youth Law emphasizes the importance of youth in international integration, laying the legal foundation for broader youth cooperation. Ho Chi Minh City has actively implemented youth-oriented programs, international agreements, and leadership exchanges aimed at strengthening management practices and policy development. These efforts support not only bilateral ties but also Vietnam's broader engagement with ASEAN and other international organizations.
To ensure the sustainability of the Vietnam-Laos bond, Ho Chi Minh City’s youth are encouraged to uphold revolutionary traditions, strengthen political solidarity, and actively engage in meaningful exchanges. They are also called to expand cooperation in innovation, technology, start-ups, and scientific research, contributing to the sustainable development of both countries. Such efforts align with the broader goals of economic growth, social progress, and technological advancement, enabling Vietnam and Laos to adapt to global trends like digital transformation, clean energy, and sustainable agriculture.

Despite challenges, both nations are committed to overcoming obstacles and working together toward mutual prosperity, stability, and peace. The youth, as the torchbearers of this legacy, play a crucial role in nurturing and strengthening the special Vietnam-Laos friendship for future generations.
Looking ahead, Ho Chi Minh City’s youth, along with their Lao counterparts, are expected to contribute significantly to shared goals, focusing on socio-economic development, cultural exchange, and innovation-driven growth. By actively participating in joint initiatives and embracing the spirit of solidarity, they will help ensure that the Vietnam-Laos relationship remains strong, vibrant, and adaptable to changing times. As both countries navigate global challenges, the enduring friendship serves as a stabilizing force, supporting not only their bilateral objectives but also broader regional stability.
