High-Level Discussions Between the Inspection Agencies of Vietnam and Laos

On the morning of June 4, at the headquarters of the Central Committee Office of the Communist Party of Vietnam, Mr. Tran Cam Tu, Politburo member, Secretary of the Central Party Committee, Head of the Central Inspection Commission, and Deputy Head of the Central Steering Committee for Anti-Corruption and Negative Phenomena, chaired a meeting with the high-level delegation from the Central Inspection Commission of the Lao People's Revolutionary Party. The delegation was led by Khamphan Phommathat, Politburo member, Secretary of the Central Party Committee, Head of the Central Inspection Commission, and Head of the Central Anti-Corruption Committee, who also serves as the Lao State Inspector General.

Welcoming the Lao delegation to Vietnam, Mr. Tran Cam Tu emphasized that the visit by the high-level delegation from the Lao People's Revolutionary Party’s Central Inspection Commission further deepens the special solidarity and comprehensive cooperation between Vietnam and Laos in general and between the two central inspection agencies in particular.

Expressing gratitude for the warm and respectful reception from the Central Inspection Commission of the Communist Party of Vietnam, Khamphan Phommathat provided an overview of Laos' socio-economic development. He noted that despite facing numerous challenges, the Lao Party, government, and people have made significant efforts and achieved positive results across various fields.

Regarding inspection and auditing in anti-corruption efforts, Khamphan Phommathat highlighted that the focus is on monitoring officials during their duties and responsibilities, investigating violations as per legal regulations, and ensuring strict handling of infractions, including criminal proceedings if necessary. Officials with past offenses are also subject to prosecution and removal from their positions.

 

Additionally, there is a combined effort in auditing and inspecting public investment projects and unusually high-value investments. Through these inspections, recommendations have been made to recover financial assets, land, and other resources, resulting in thousands of billions of kip saved and returned to the state budget.

Khamphan Phommathat also updated on the handling of complaints and denunciations and the enhancement of cooperation with several ASEAN countries in anti-corruption efforts. Moving forward, Laos will intensify its inspection and auditing work, promote public awareness of inspection and auditing activities, and ensure transparency to build public trust.

 

Regarding cooperation with the Central Inspection Commission, Khamphan Phommathat affirmed continued close collaboration through various forms, including exchange visits and sending officials to Vietnam for research and training.

On behalf of the Central Inspection Commission of the Communist Party of Vietnam, Mr. Tran Cam Tu provided a brief overview of Vietnam's current situation, the Vietnam-Laos relationship over recent times, and the results of inspection, monitoring, disciplinary actions, and anti-corruption efforts.

In the context of rapid and complex international and regional developments with numerous challenges, Vietnam has achieved significant results in early 2024 across all sectors. Economic growth continues to recover, with positive socio-economic changes. The macroeconomy remains stable, inflation is controlled, and major balances are maintained. GDP growth in the first quarter of 2024 reached 5.66%, the highest in the 2020-2023 period. There have been many reforms in institutional building and improvement. Cultural and social progress is notable, with ongoing environmental improvements. National defense, security, and social order are well-maintained. Foreign relations and international integration are comprehensively implemented, and Vietnam’s position and reputation continue to rise.

Mr. Tran Cam Tu expressed pleasure at the significant and historic achievements Laos has made over more than 37 years of reform, particularly the important results achieved after three years of implementing the 11th Party Congress Resolution and the 9th Five-Year Socio-Economic Development Plan.

Regarding inspection, supervision, party discipline, and anti-corruption efforts, Mr. Tran Cam Tu reported that since the beginning of the 13th Party Congress term, the Central Committee, Politburo, Secretariat, and Central Inspection Commission have issued numerous important regulations and guidelines aimed at continually enhancing the quality, effectiveness, and efficiency of their work.

Under the leadership and direction of the Party committees, Inspection Commissions at all levels have proactively carried out their tasks in accordance with Party regulations. They have focused on inspecting Party organizations and members showing signs of violations. The scope of inspections has broadened to include issues related to political thought, moral and ethical deterioration, violations in financial and asset management, land and mineral resource use, investment projects, equipment procurement, judicial activities, moral character, and exemplary responsibility, as well as personnel work.

 

In implementing the Politburo's, Secretariat's, and Central Steering Committee's directives on anti-corruption and negative phenomena, the Central Inspection Commission has resolved many complex and prolonged cases and imposed strict disciplinary actions on Party organizations and members involved in corruption and misconduct. This approach underscores the Communist Party of Vietnam's consistent stance on being resolute and persistent in combating corruption and negative phenomena.

Regarding the cooperation between the Central Inspection Commission of the Communist Party of Vietnam and the Central Inspection Commission of the Lao People's Revolutionary Party, Mr. Tran Cam Tu highlighted the achievements and emphasized that the implementation of the cooperation agreement between the two commissions has strengthened the special friendship and comprehensive cooperation between the two Parties, states, and peoples in general, and between the two central inspection commissions in particular.

 

Looking ahead, both sides will continue to implement the contents of the cooperation agreement between the two agencies for the 2022-2026 period, building on the strong tradition of solidarity and close ties between Vietnam and Laos.

In a sincere, open, and friendly atmosphere, the discussions achieved many significant results. Both sides deeply exchanged valuable experiences in inspection, supervision, party discipline, and anti-corruption efforts, and agreed on directions and measures to further enhance the great friendship, special solidarity, and comprehensive cooperation between the two Parties, states, peoples, and the two central inspection commissions.
