According to the Lao ministry, Vietnam is the second largest foreign investor in Laos,
Many of these projects are situated in remote or otherwise inaccessible parts of the country. He praised the partnership and investments in high-tech agriculture that have been made in Laos, as well as the help that Vietnam has offered for Laos in the areas of research and the development of policies. He also noted a project by Hoang Anh Attapeu and a cow farming business in Xiengkhuang province as successful examples of environmentally friendly agriculture that the Lao Government is encouraging Vietnamese participation in. Both of these projects are located in the province of Xiengkhuang.
Minister said that Vietnam has made significant contributions to Laos' budget, noting the Xekamane 1, Xekamane Xansay, and Xekamane 3 projects in the mining and energy sectors as examples.
In addition to this, Vongphosy asserts that the Lao government is making attempts to encourage Vietnamese investment in the service sector of the Lao economy. He said that various Vietnamese initiatives in this area have considerably assisted Laos' efforts to enhance its economy and lower levels of poverty. He noted that these activities took place in this region.
According to the minister, Laos is hard at work implementing its 9th five-year socio-economic development plan, with a particular emphasis on infrastructural connection with Vietnam. This is all part of the country's overarching goal to transform landlocked Laos into a connectivity center of the region. Currently, Laos is landlocked by its neighbor Vietnam. The plan includes a number of significant construction endeavors, including a dry port in Thanaleng, a railway connecting Laos and Vietnam, a port in Vung Ang, and a logistics center in Vientiane.
The Vietnamese government has agreed to let Laos use the Vung Ang port to access the sea and the international market. As a result, the Lao government plans to develop it into a deep-water port that is capable of accommodating 100,000-tonne ships, according to the minister. This will enable Laos to ship goods to third countries at costs that are lower than if they were transported by land. He anticipated that once Vung Ang was operational, it would serve as the economic core for the whole country of Laos.
Along with the building of the Vung Ang port, the two governments have reached an agreement to concurrently construct a railway line that would stretch from Vung Ang to Thakkek in the center Lao province of Khammoune and the capital city of Vientiane.
According to statements made by the Minister of Transport, Mr. Vongphosy, the conclusion of the railway project will contribute to the enhancement of the logistics system as well as the expansion of the passenger and freight transportation network, which will ultimately result in a reduction in travel times as well as prices.
After completion of both projects, the East-West economic corridor that has been envisioned will be one step closer to becoming a reality. This corridor will stretch from Vung Ang in the province of Ha Tinh in Vietnam, to Khammoune in the center of Laos, and then on to the northeastern regions of Thailand.
According to the minister, the two governments have prepared the basis for expanded commercial and economic activity between their countries. There have been multiple meetings between the two Ministries of Planning and Investment and Vietnamese investors. Additionally, the two Prime Ministers of the two countries met with the business community of the two countries at the beginning of this year to learn more about their operations and hear their perspectives.
In light of the conversations that took place, he suggested that the two countries should work toward opening up their policies and reforming their administrations in order to entice investment from corporations in Vietnam that are equipped with the resources and cutting-edge technology necessary to be successful in the global market.
