Wind power in the Mekong Delta - A new direction for the energy sector
The Mekong River Delta (MRD) is being talked about a lot because of wind power. If implementing according to the plan, investors will start and operate on schedule, this place will be the wind power capital of the country.
Research results published by the World Bank in early 2019 show that Vietnam is one of the countries with the largest wind potential in Southeast Asia, with more than 39% of Vietnam's total area estimated. It is calculated to have an annual average wind speed greater than 6m / s, at 65m altitude, equivalent to a total capacity of 512 GW. In particular, more than 8% of Vietnam's area is rated to have very good wind potential (wind speed at an altitude of 65m 7-8 m / sec), can generate more than 110 GW. The southern coastal region of our country covers an area of about 112,000 km2, and the area with a depth of 30 meters to 60 meters, with an area of about 142,000 square kilometers is an area with very good potential for marine wind power development. In particular, the sea area has a depth of 0-30m from Binh Thuan to Ca Mau, about 44,000 km2 wide.
Many wind power projects are being implemented in provinces in the Mekong Delta region. Bac Lieu is one of the pioneering provinces to develop coastal wind power. Nearly the entire length of the coastline of the province is covered by wind and solar power projects. Contractors are currently constructing many items at the Hoa Binh 1 power plant site, Dong Hai district. All 13 turbines are basically completed. As one of the five pillars of economic development in Bac Lieu province, renewable energy, a call for investment in clean energy has been made.
Chairman Duong Thanh Trung said that while the wind power plant in Bac Lieu (phases 1 and 2) is operating, Bac Lieu has been building 9 other wind power projects. Expected to be completed by November 2021. Bac Lieu recently approved an investment in a Liquefied Natural Gas (LNG) Thermal Power Plant, worth $ 4 billion. Meanwhile, Soc Trang government has carried out research on the feasibility of installing wind power plants. Deputy Director of the Department of Industry and Trade Le Thanh Thanh said that the coastal area of Soc Trang has a lot of potentials for wind power development. The coastline is long and wide, the wind speed reaches 8.3m / sec at an altitude of 120m. This creates favorable conditions for the development of wind power on land and offshore with a capacity of about 7,000MW. The government has approved 20 wind power projects to be installed in Soc Trang province. Eight of them are expected to be ready by October 2021, and the rest in 2022 and 2023. The Ministry of Industry and Trade has approved Ben Tre province to develop wind power along the coast and alluvial areas with total area of 39,320ha. So far, six wind power plant projects have been officially approved. In Ca Mau province, the project to build Tan Thuan wind power plant (phase 1) in Dam Doi district has been started at the end of 2019.
It is expected to be completed by the 3rd quarter of 2021. The Ca Mau provincial government emphasizes the importance of this project and how it will promote the province's socio-economic development. Recently, the Department of Industry and Trade of Soc Trang province has coordinated with relevant authorities to install 110kV lines and take advantage of the capital of Vietnam Electricity (EVN) to build the electrical system. quality, suitable for existing renewable energy projects. In order for Bac Lieu province to become one of the national clean energy centers, the local government worked with the Ministry of Industry and Trade to include some 500Kv and 220kV transmission power projects on the planning map. They also encourage private companies to invest in energy development.
In Ca Mau, investors have proposed more than 20 wind power projects with a total capacity of 8,480MW. About seven of them have been approved for research, with capacities above 4,200MW. Ca Mau needs to build more 500 kV lines and transformer stations connecting to existing wind power plants to release the full capacity of energy sources. Development of wind power in the Mekong Delta is a positive signal, but experts worry that the power system is not synchronized, which may lead to waste of resources. Bac Lieu Provincial People's Committee discussed with EVN about the construction of 4 electric poles to release renewable energy in the area. The province will help EVN in land clearance and related issues, and seek help from behind to speed up the synchronization in the area. The renewable energy center model, which is being piloted for the first time in Vietnam, promises to provide a solution to the current power shortage problem in Vietnam, while also helping the energy sector in Vietnam reduce dependence. From there, it will ensure compliance with Vietnam's commitments in the framework of the United Nations Framework Convention on Responding to Climate Change (COP25). The boldness in the investment strategy stems from the Government's orientation to promote renewable energy with the aim of increasing the total capacity of renewable energy sources in the period to more than 6,000 MW. In the 2020-2025 period and increase more than 18,000 MW in the 2025-2030 period.
