Established in 2010 from the World Economic Forum's (WEF) 'New Vision in Agriculture' initiative, 10 years of implementation of the PPP Working Group in the agricultural sector has brought positive and encouraging results such as building public-private partnerships, developing agricultural value chains according to sustainable, environmentally friendly farming practices, and increasing farmers' income; the quality meets the standards of the import market ...; contribute to improving the competitive capacity, expanding the consumer market of agricultural commodities, improving the life of farmers.
PPP model and efficiency
According to Deputy Minister Le Quoc Doanh, PSAV was initiated in 2010 under the framework of the World Economic Forum's "New Vision Initiative in Agriculture" (WEF) towards the 20-20-20 target (an increase of 20). % productivity, 20% reduction in poverty and 20% reduction in emissions). The Ministry of Agriculture and Rural Development and 15 international enterprises, the first multinational corporation such as ADM, Bunge, Cargill Inc, Cisco Vietnam, Nestlé, PepsiCo Vietnam, Bayer Vietnam, Swiss Re ... established the model "PPP in agriculture", to connect actors in the industry to share experiences and jointly develop the value chain of Vietnam's key agricultural products.
So far, PSAV has established 8 sector PPP working groups, including: coffee, tea, vegetables, fruits, seafood, pepper, rice, pesticides and livestock, with more than 120 participating organizations. countries, including governmental agencies, corporations, industry associations, research institutions, international and non-governmental organizations. In addition, the implementation of PPP in commodity groups has brought remarkable results. Demonstration models of sustainable, environmentally friendly agriculture, improving farmers' incomes, and forming value chains. High quality standard products. All the above models have been built under the methodical "industrial PPP" framework.
At the conclusion of the conference, Deputy Minister Le Quoc Doanh once again appreciated PSAV's 10 years of operation. Since PPP is still a strange concept, it is not yet popular, especially in the agricultural sector, so far PSAV has achieved remarkable results. In the achievements of the agricultural sector, enterprises and PPP partners have been contributed. The Deputy Minister also stated: In the coming time, opportunities will be many, especially when the new generation FTAs are available. Effectiveness but challenges are not small when production levels are limited and climate change, epidemics are unpredictable. In addition, the increasing requirements for quality standards, food safety, traceability ... Facing those challenges, the Public-Private partnership is always an important solution. The Ministry of Agriculture and Rural Development will create all conditions to promote PSAV to operate more effectively. With the tasks set out in the next term in the 'PSAV Action Plan 2021-2025' just approved by the Ministry of Agriculture and Rural Development, the Deputy Minister suggested PSAV promote good models and lessons, and analyze , receive recommendations from all parties to complete the plan and achieve the best results.
